NCSRA By-Laws The following are the by-laws adopted on June 24, 2003, to govern activities of the National Capital Squash Racquets Association. Article I PurposeThe Purpose of the National Capital Squash Racquets Association (hereinafter referred to as "NCSRA") is to promote and encourage squash racquets in the Washington, D.C., metropolitan area as a member district of the United States Squash Racquets Association, through the implementation of clinics, league play, tournaments, junior development programs, and the training and development of squash referees. Article II OrganizationSection 1. The NCSRA shall be a non-profit corporation, incorporated under the District of Columbia NON-PROFIT CORPORATION ACT. The NCSRA shall not carry on any activities not permitted to be carried on by a corporation exempt from Federal income tax under ¤501(c)(3) of the Internal Revenue Code of 1986 (or the corresponding provision of any future United States Internal Revenue law). Section 2. The NCSRA shall be a member of the United States Squash Racquets Association (hereinafter referred to as "USSRA") as a "District Association". Section 3. The NCSRA shall have its business address at Washington, D.C. Section 4. The fiscal year shall be from June 1 through May 31. Section 5. The NCSRA shall be governed by a Board of Directors (hereinafter referred to as "Board") which shall consist of one voting representative for each member club, the immediate past President and five or more officers: President, President-Elect, Vice-President for Leagues, Vice-President for Tournaments, Vice-President for Juniors, Vice-President for Women, Membership Director, Secretary and Treasurer. Section 6. There shall be such committees as the Board shall designate. The President shall designate the Chairman for all committees. Click here to review the current text of Article III Article III Membership – [DRAFT TEXT, pending approval]The membership shall consist of individuals who join the NCSRA either by submitting an application with payment of dues to the NCSRA or by joining the USSRA and selecting the NCSRA as their local association. Individuals who join the USSRA and select another SRA as their local association may become NCSRA members by paying a fee to the NCSRA. A Member is entitled to:
Click here to review the current text of Article IV Article IV Member Club Representatives [DRAFT TEXT, pending approval]Section 1. A "Club" is defined as a physical facility wherein squash racquets may be played, containing court(s) of regulation size or adjustable for play. Each Club where squash racquets is played in the District of Columbia; the Maryland and Virginia counties contiguous to the District of Columbia; Prince William and Loudon counties, Virginia, and Howard county, Maryland, may provide a Representative to conduct that Club's business with the NCSRA. Section 2. A Representative shall serve as a member of the Board. Section 3. An Alternate Representative shall serve in the Representative's absence or if the Representative resigns or is elected as an officer of the NCSRA. Section 4. The term of office of a Representative and Alternate Representative shall be determined by the club or school he or she represents. Section 5. A Representative and Alternate Representative may succeed themselves. Article V Officers and Board MembersSection 1. The officers shall be elected at the June or July meeting of the Board, to take office immediately. Section 2. An elected officer cannot also serve as a Representative or Alternate. Section 3. The term of office of the President is two years, beginning in odd-numbered years. The President may not serve consecutive terms. The term of office of other elected officers is one year. Section 4. The duties of the officers are: a. The President shall be Chief Executive Officer, shall direct the business of the NCSRA, and shall preside at all Board Meetings. b. The President-Elect shall perform the duties of the President in his/her absence. c. The Vice-President for Leagues shall supervise the scheduling of league matches, order and distribute awards to league champions, and rule on appeals against decisions by league coordinators, to the extent such appeals are permitted by the NCSRA League Rules. d. The Vice-President for Tournaments shall coordinate the scheduling of tournaments, to avoid conflicts within the district and minimize conflicts with neighboring districts and major national tournaments; monitor calendars on the NCSRA and USSRA websites, and in Squash magazine, to ensure that Washington, D.C., tournaments are correctly listed; and to the extent needed, assist or advise tournament organizers and sponsors regarding sanctioning, promotion and management of tournaments. e. The Vice-President for Juniors shall represent the interests of junior players, and shall recommend long-term and short-term goals for development of junior squash, advise on the design of developmental programs, and supervise all programs initiated by the NCSRA to promote development of junior squash. f. The Vice-President for Women shall represent the interests of women players, and shall promote and organize women's events, including round robins and league matches, advise on developmental programs, and supervise all programs initiated by the NCSRA to promote the development of women in squash. g. The Membership Director shall prepare and keep a current roll of the membership, shall communicate with the USSRA on all matters relating to membership, shall send renewal reminders to expiring members whenever feasible, and shall be responsible for enforcing membership requirements for league play. h. The Secretary shall give notice and keep minutes of all Board meetings, be responsible for correspondence and keep business records. i. The Treasurer shall collect the dues and other revenues, pay all legitimate debts, submit a financial status report at each meeting, be responsible for maintenance of property owned by the NCSRA and secure Statements of Responsibility from other custodians of NCSRA property. Section 5. A vacancy in any elected office shall be filled by the Board's vote. Section 6. Any single expenditure of more than $100.00 shall be made by the Treasurer only with the specific approval of the Board, unless made in connection with an activity authorized by the Board in advance. Section 7. The members of the Board shall not receive, directly or indirectly, any salary or other compensation from the NCSRA except for reimbursement of out-of-pocket expenses as approved by the Board. Section 8. A Board member may be removed for cause by at least a vote of two-thirds of the entire Board, excluding the subject individual after a complete hearing. The subject individual or an individual of his/her choice shall have an opportunity to submit evidence and present oral arguments. Section 9. Board members who miss two consecutive monthly meetings shall be reprimanded by the President. After missing three consecutive monthly meetings, a Board member may be dismissed from the Board by a majority vote, excluding the subject individual, after a complete hearing. Article VI Board MeetingsSection 1. The Board shall meet at least once each month between September 1 and April 30, in June or July, and at such other times as the President directs. Section 2. A quorum of the Board shall consist of at least five individuals, at least two of whom must be elected officers. Section 3. All determinations of the Board shall be by majority vote of the Board members present unless otherwise specified by these By-laws. Section 4. Board meetings shall be open to all Members, but only members of the Board shall vote. The President may allow any person discussion privileges. Article VII AmendmentsThe decision of the Board shall be final in questions of construction or interpretation of the By-laws. The Board may amend the By-laws by a two-thirds vote of the entire Board, at the next monthly meeting after the proposed amendment is submitted to the Board in writing. Board members who are absent at the voting meeting may vote on the proposal by mail, but not by telephone, if their vote is essential to decide the question. Article VIII LiabilitySection 1. No Board member, Committee member, or other NCSRA representative shall be personally liable, nor shall the NCSRA incur any liability for personal injury, disability, loss or property damage sustained by any persons or party in connection with any NCSRA activities, including travel to and from such activity. Section 2. It shall be the sole responsibility of Member Clubs to protect themselves against liability from any NCSRA activities they may host. Section 3. In the event the NCSRA is dissolved for any reason, trophies shall be returned to donors (or their heirs), all debts paid, and the balance of money distributed as the Board shall direct. Article IX Relationship to the USSRAIn the event of conflict between the By-laws of the NCSRA and those of the USSRA, those of the USSRA shall govern.
